California Air Resources Board (CARB) Low Carbon Fuel Standard (LCFS) revised rules are effective January 1, 2016. The newly approved GREET 2.0 model will be used for low carbon fuel producers to measure their carbon intensities (CI) or recertify their legacy pathway for CARB approval prior to 2017. These re-certifications will be approved throughout 2016. CI values may change and may be used retroactively which could create an adminstrative challenge. At this time, CARB is looking to industry to determine how to commercially handle changing CIs and any corresponding documents, including PTDs.
January 1, 2016 began the implementation of the Oregon Department of Environmental Quality (DEQ) Clean Fuels Program (CFP) - which will mirror many of the California LCFS initiatives. The initial compliance period is 2016 and 2017. Demonstration of compliance is required by the end of 2017. Keeping detailed records and reporting will be essential during this time.
